  • Fulton County Commission Chairman Robb Pitts proposed building a new mental and medical facility at the Rice Street jail on Monday amid four lawsuits alleging dangerous conditions and failure to protect inmates. The plan, estimated to cost $1.1 billion and set to take five years, comes in response to repeated claims of violence and overcrowding—issues that have raised concerns over inmate safety.  The Atlanta Journal-Constitution
